Back in January I've heard of a movement to split a majority of California's counties from the Los Angeles-San Francisco dominated axis of political power. This movement however will do this through the constitutional process under Article IV. Of course, the New California movement seeks to first demonstrate this potential new state can govern itself as a U.S. State. California has become one of the most poorly governed states in the U.S. It's a shame since California has the best geography, vast natural resources, strongest agricultural economy, and most beautiful weather.
Article IV Section 3 of the U.S. Constitution:
“New States may be admitted by the Congress into this Union; but no new States shall be formed or erected within the Jurisdiction of any other State; nor any State be formed by the Junction of two or more States, or parts of States, without the Consent of the Legislatures of the States concerned as well as of the Congress.
This provision was made so the original states such as Virginia & Massachusetts could not have their extra lands arbitrarily stripped and partitioned from them. The California state legislature is unfortunately Democrat controlled and this Democrat controlled legislature is more concerned with consolidating power and making it miserable for opposition to live in California via regulations, high taxes, low supply of housing, illegal immigration, no water storage for droughts, etc.
However, there's another provision that could allow Congress to partition California regardless of what California's corrupt State Legislature has to say about it.
Article IV Section 4 of the U.S. Constitution:
"The United States shall guarantee to every State in this Union a Republican Form of Government, and [the United States] shall protect each of them [the States] against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened) against domestic Violence."
The meaning of this clause has remained a political question to be made by the U.S. Congress ever since the U.S. Supreme Court ruled in Luther v. Borden(1849). The U.S. Supreme Court ruled then in response to a rebellion in Rhode Island where disaffected urbanites tried to overthrow Rhode Island's government on the grounds it was not a "republican" government. The Dorr Rebellion(1841-2) let by Martin Luther tried to alter Rhode Island's government that overwhelmingly favored rural land owners. Rhode Island still used it's 17th century charter that required voters to own land to vote.
The U.S. Supreme Court however ruled that it was up to the U.S. Congress to define what a "Republican" form of government is under Article 4, Section 4.
California's state government under Jerry Brown and the Democrats in my view are running an unconstitutional mafia state akin to Cuba & Venezuela. What are the grounds for declaring California's state government is unconstitutional and therefore not providing a "Republican" form of government, thereby justifying Congressional legislation to forcibly change California's state government or forcibly partition it.
- Allowing illegal aliens safe harbor from deportation and prioritizing non-citizens over Americans.
- Imposing burdensome and crippling regulations driving businesses and wealth out of California.
- Severe restrictions on building of housing, causing housing prices to rise and be so expensive do to lack of supply
- Extreme centralization of political power and use of voter fraud
- failure to defend California from invasion, including obstruction of enforcement of federal immigration law
- Lowest quality of life with major streets paved with feces and needles(not kidding you)
Basically, California's state government is tyrannical, and therefore illegitimate.
I've heard California has already headed into a recession:

Since California comprises 22% of U.S. GDP, California's economic problems will have a great impact on the rest of America. Plus, California actually has more oil & natural gas than Saudi Arabia, more Cattle, than Texas, and even more Tourism than Florida. Unfortunately, California's Democrat controlled government sucks!
Fortunately, there is an opportunity to change that, by electing Travis Allen as Governor! This is not a guarantee as it's a difficult road for a Republican to get elected to any statewide office in California.
However, an alternative is to partition California into 3 states to make it easier for Conservatives to live in the Central Valley, Inland Empire, Orange-San Diego Coast, Sacramento region, and Upstate California parts of California. The 3 proposed states would be West California, East California, & Jefferson.
East California could include the following counties of Orange, San Diego, Northern Los Angeles, Imperial, Riverside, San Bernardino, Kern, Inyo, Tulare, Kings, Mono, Fresno, Madera, Merced, Mariposa, Tuolumne, Stanislaus, San Joaquin, Contra Costa, Solano, Sacramento, Calaveras, Amador, Alpine, & Yolo. These counties are part of the Central Valley and Inland Empire, bastions of Conservatism in California. However, these counties and regions are deprived of adequate representation as the Coastal elites of Los Angeles and San Francisco Bay Area have controlled much of California's politics and due to the winner-take-all system of awarding all electoral votes to the plural winner no matter by how much these regions are ignored in presidential campaigns.
Also, regulations, taxes, and poor government from Sacramento Democrats have cause a small exodus of non-Democrats from California. California suffers droughts but California's central government has refused to allow new water storage to be built.
Should the counties I've mentioned form their own state, East California would either Lean Republican or be a Tossup battleground state. Also, people who left California or Conservatives in love with California's gorgeous weather could come move to East California and likely make it as conservative as Texas & Arizona(even more conservative than Nevada). Plus, the illegal aliens will not be receiving special treatment in East California and will feel like self-deporting in larger numbers! However, Several more counties could join.
West California would likely consist of the following counties of Los Angeles(excluding Rural North), Ventura, Santa Barbara, San Luis Obispo, Monterey, San Benito, Santa Cruz, Santa Clara, San Mateo, Alameda, San Francisco, Marin, Sonoma, & Napa counties. This state would be the spiritual successor to California in a political sense. West California contains the political elite of California running the state into the ground.
West California would be a Solid Democrat state though there would be a better chance for this state to have a better government than it's predecessor, given the population would be smaller. Also, gathering signatures for ballot initiatives would be easier and in a few years time, West California could resemble Nevada politically should voter fraud be suppressed, illegal immigrants deported, forced union dues abolished, and burdensome regulations make unconstitutional. However, West California could resemble Oregon rather than Nevada or Colorado.
Jefferson has been mentioned for decades, but for this blog I'll mention the California counties of the proposed State of Jefferson. Jefferson also includes counties in Southern Oregon though the California portion is the most likely to be established and partitioned off first. California counties would include El Dorado, Placer, Nevada, Sierra, Plumas, Lassen, Modoc, Siskiyou, Shasta, Tehama, Glenn, Butte, Yuba, Sutter, Colusa, Lake, Mendocino, Trinity, Humbolt, & Del Norte while Oregon counties would/could include Curry, Josephine, Jackson, Klamath, Lake, Douglas, & Coos. Politically, Jefferson would be the Montana on the Pacific, being a Solid Republican state, one of the most Conservative & Republican states in the country. Conservatives could be encouraged to move there from liberal states like Illinois, New Jersey, New York, and California.
Of course, California could also be partitioned like the map above as there are two other noteworthy proposals I should mention:
Proposal to the left is former Riverside County Supervisor Jeff Stone's 2011 proposal to establish the state of "South California"(I'd call it East California) while the proposal to the right include's then Assemblyman Bill Maze's 2009 proposal to establish a Solid Democrat state known as "Coastal California"(I'd call it West California).
Jeff Stone's South California would include the following counties of San Diego, Orange, Imperial, San Bernardino, Riverside, Kern, Kings, Tulare, Kings, Mono, Fresno, Madera, Mariposa, & Mono.
Bill Maze's West California would include the following counties of Los Angeles, Ventura, Santa Barbara, San Luis Orbispo, Monterey, San Benito, Santa Cruz, Santa Clara, San Mateo, San Francisco, Marin, Contra Costa, and Alameda.
However, modifications to these proposals are inevitable as some counties may end up joining these two proposed states.
Whatever California's future holds, the Status Quo is unacceptable and Article 4, Section 3 must be invoked to abolish the tyrannical California state government run by a dominant Democrat Party rule favoring job killing regulations causing people to leave California, increasing Democrat political power.
President Donald Trump has visited California for the first time as president and he intends to do something about California's lawless, tyrannical, and unconstitutional state government.
